Code Enforcement officer changing complaint procedure

Tells council members he'll work with them, through the mayor

Code Enforcement Officer/Inspector Gary Bult is changing how he deals with issues from City Council members.
Bult, who took umbrage over remarks about him at the August council meeting, advised council members they’ll have to work through the mayor with any issues.
“I was very disappointed by comments made at the August council meeting regarding incompetence in the performance of my duties”, Bult said in a letter regarding changes in his procedure.
“I will investigate your issue, give the person your contact information and await further instructions from you concerning exactly how to handle the matter, subject to approval of the Mayor.
“This will take place through each step of the procedure. This method will keep you informed and ensure that all concerns are handled properly,” Bult’s letter says.
“I’m not taking complaiints anymore,” Bult said in response to questions about his letter.
“People can call their council member - grass, building condition or whatever. And they, or their council member, can talk to the mayor,” Bult said.
“I work for him and I take directions from him. And I can trust him,” Bult said.
Mayor Bob Morris said he was aware of Bult’s disappointment at remarks in the meeting.
“The man works as hard and as diligently as anyone the city could have,” Morris said.
The mayor said he has no problem with council members bringing issues and concerns to him.
“I am the mayor and it’s part of my job,” he said.
Morris last week cautioned council members about remarks in public regarding employee job performance after a rambling discussion at the August council meeting.

Who in Authority?

Seems this town doesn't know who is in authority. There should be an organizational chart. Most corporate business have an organizational chart. The council members represent the people of Eunice. They should let the Mayor know what is needed then the Mayor will notify those who work in public jobs. This is how things should be done. This is how order is kept. The Mayor oversees City government l and its employees. That is his job. The councilmembers were elected to represent the people and then go to the proper sources to get these things accomplished. If Mr Bult works for the Mayor as it is so, then he follows orders from his boss. The coucilmembers need to get a working relationship with the Mayor. They are the ones representing the people who elected them to that job. This way the councilmembers don't do favors for the people by using city government to buy votes for the next election. As for the Mayor he directs the day to day operation. The councilmembers need to pass ordinances they are the lawmakers. The Mayor then has to abide by the law. This is 101 civics in your community.

So, the mayor gets to decide what complaints get answered, what code violations get addressed? How much power are you people giving this guy?

Routine maintenance of publicly owned facilities should not be a political bargaining chip. I can understand the political positioning about new projects, but maintenance? The citizens of Eunice should revolt.
