Governor appoints St. Landry Parish woman

Gov. John Bel Edwards announced his appointments to several Louisiana boards and commissions on Tuesday.

Health Education Authority of Louisiana
The Health Education Authority of Louisiana (HEAL) is an independent bonding authority formed to promote medical and/or health education activities of various public and private organizations in Louisiana.

David W. Groner, of New Iberia, was appointed chair of the Health Education Authority of Louisiana. Mr. Groner is an attorney and the president of David Groner, PLC.

Joshua A. Pellerin, of Broussard, was appointed to the Health Education Authority of Louisiana. Mr. Pellerin is the president and chief executive officer of the Pellerin Group and will serve as an at-large member.

Casey R. Guidry, of Thibodaux, was appointed to the Health Education Authority of Louisiana. Mr. Guidry is the chief executive officer of Start Corporation and will serve as the representative of the 2nd Public Service Commission District.

Bryan J. Jones, of Baton Rouge, was appointed to the Health Education Authority of Louisiana. Mr. Jones is an associate vice president at HNTB Corporation and will serve as an at-large member.

Capital Area Groundwater Conservation District
The mission of the Capital Area Ground Water Conservation District is to provide for the efficient administration, conservation, orderly development, and supplementation of groundwater resources in the parishes of East Baton Rouge, East Feliciana, Pointe Coupee, West Baton Rouge and West Feliciana. The board develops, promotes, and implements management strategies to provide for the conservation, preservation, protection, recharging, and prevention of waste of the groundwater resources over which it has jurisdictional authority.

Mark E. Walton, of Baton Rouge, was appointed to the Capital Area Groundwater Conservation District. Prior to retiring in 2008, Mr. Walton worked for Entergy and its predecessor organization Gulf States Utilities Co. for over 40 years. Mr. Walton is a veteran of the United States Air Force. As required by statute, he was nominated by the board of directors of the District.

Louisiana International Deep Water Gulf Transfer Terminal Authority
The Commissioners of the Authority serve as an oversight board for the development and operation of the Louisiana International Deep Water Gulf Transfer Terminal.

Michael T. Miller, of Covington, was appointed to the Louisiana International Deep Water Gulf Transfer Terminal Authority. Capt. Miller is a ship pilot with the Associated Branch Pilots of the Port of New Orleans. As required by statute, he was nominated by and will serve as the representative of the Louisiana River Pilots Association.

A.G. Crowe Jr., of Pearl River, was reappointed to the Louisiana International Deep Water Gulf Transfer Terminal Authority. Mr. Crowe is the chief executive officer of The File Depot, LLC, and a former Louisiana State Senator. He will serve as an at-large member.

John T. Hyatt, of New Orleans, was reappointed to the Louisiana International Deep Water Gulf Transfer Terminal Authority. Mr. Hyatt is the vice president of The Irwin Brown Company. As required by statute, he was nominated by and will serve as a representative of LABI,

Ronald W. Branch, of New Orleans, was reappointed to the Louisiana International Deep Water Gulf Transfer Terminal Authority. Mr. Branch is the president and chief executive officer of the Louisiana Maritime Association. As required by statute, he was nominated by and will serve as a representative of the Louisiana Maritime Association.

Christian R. Westbrook, of New Orleans, was reappointed to the Louisiana International Deep Water Gulf Transfer Terminal Authority. Mr. Westbrook is a port agent for the Seafarers International Union. As required by statute, he was nominated by and will serve as a representative of the AFL-CIO.

Louisiana Manufactured Housing Commission
The Louisiana Manufactured Housing Commission functions to: (1) License manufacturers, retailers, developers, salesmen, and installers; (2) Work with manufactured home consumers, manufacturers, retailers, developers, salesmen, and installers to hear complaints and make determinations relating to construction defects, warranty issues, and service complaints; and (3) conduct hearings on any violation of the provisions of the law.

John E. Mouton Sr., of Iowa, was reappointed to the Louisiana Manufactured Housing Commission. Mr. Mouton is the president and general manager of United Home and RV. He was nominated by the Louisiana Manufactured Housing Association and will serve as an at-large member on the commission.

Donna T. Inhern, of Opelousas, was reappointed to the Louisiana Manufactured Housing Commission. Ms. Inhern is the president of Jim Tatman’s Mobile Homes, Inc. She was nominated by the Louisiana Manufactured Housing Association and will serve as a representative of the 4th Public Service Commission District.

Rose M. Hilliard, of Winnsboro, was reappointed to the Louisiana Manufactured Housing Commission. Ms. Hilliard is the president of Diamond Homes and will serve as a representative of the 5th Public Service Commission District.

Christy A. Smith, of Albany, was appointed to the Louisiana Manufactured Housing Commission. Ms. Smith is the owner of S.E.T. Mobile Home Movers, LLC., and will serve as a representative of the 1st Public Service Commission District.

Greater Ouachita Port Commission
The Greater Ouachita Port Commission regulates the commerce and traffic within the port area, charges and administers public wharves, docks, sheds, and landings, and may construct or acquire and equip wharves, landings, and other structures useful for the commerce of the port area and provide mechanical facilities therefor.

Susan M. Nicholson, of Monroe, was appointed to the Greater Ouachita Port Commission. Ms. Nicholson is the president and chief executive officer of the Monroe Chamber of Commerce. As required by statute, she was nominated by a legislator.

Children’s Cabinet Advisory Board
The Children’s Cabinet Advisory Board provides information and recommendations from the perspective of advocacy groups, service providers, and parents to the Children’s Cabinet.

Ronald C. Johnson, of Harvey, was appointed to the Children’s Cabinet Advisory Board. Mr. Johnson is the vice president of the Support Division at Access Health Louisiana and is a veteran of the United States Marine Corps. He will serve as a parent representative on the board.
