Speed bump removal questioned

St. Landry Parish Councilman Ken Marks said when Midway Lane was resurfaced the speed bumps were removed.
Now, he says residents are calling him asking what happened to the speed bumps.
Marks said Parish President Bill Fontenot and Russell Schexnayder, public works director, said state law prohibits putting the speed bumps back on the road.
Neither the parish president nor the public works director were at Wednesday’’s meeting of the Parish Council’s Public Works Committee.
But legal counsel Garrett Duplechain was present at the meeting and he said state law provides the steps to place and remove speed bumps.
If speed bumps are proposed, residents are the road are to be surveyed and if 60 percent or more are in favor of the bumps, an opinion is to be sought from the public works director. The public works director and first responders must approve the speed bumps, then a public hearing must be held before final approval, he said.
Removing speed bumps should follow the procedure in reverse, Duplechain said.
Councilman Jerry Red said the speed bumps were removed to overlay the road and should have been put back on the road.
Marks said the road is not on a list of roads approved for speed bumps, but he said he needs to tell his constituents why the speed bumps were not replaced.
Duplechain said if the speed bumps are placed by the proper process the residents should not have to go through it again.
It’s up to the private contractor to put the speed bumps back, he said.
Marks question about the speed bumps is now headed toward the full Council meeting on Aug. 15.
