Rayne P.D. investigating Church Point man in alleged contractor fraud scheme

The Rayne Police Department is investigating Kenneth Richard, 46, of Church Point for possible contractor fraud, according to a statement by Police Chief Carroll Stelly posted Monday afternoon.
It has been alleged that Richard defrauded a retired Rayne couple of $400.
The criminal complaint alleges Richard, the owner of K&R Tree Services of Church Point, solicited the installation of “root barriers.”
After Richard informed the couple that the barrier installation was complete and was paid $400, the couple became suspicious and removed dirt to inspect the barrier only to discover no material had been installed.
They learned only a shallow trench had been dug around the trees.
Stelly wants to remind everyone that state licensing laws are enacted for the consumer’s protection. Stelly urges residents to verify with state licensing boards that the service provider is licensed.
While this alone will not insure an honest contractor, it will uncover many scam artists, Stelly added.
The Rayne Police Department is urging any Rayne resident who has used K&R Tree Services for barrier installation to call Detective Richard Gray at 337-393-2930 or Detective Travis Guidry at 337-393-2925.
Stelly said he wants to uncover any other possible victims, so the department can initiate criminal actions.
If convicted, Richard could be fined up to $1,000 and/or sentenced to six months in jail and ordered to pay restitution.
