Judge explains appeals court

The guest speaker Wednesday at the Eunice Rotary Club meeting was Jonathon “JP” Perry, a Louisiana 3rd Circuit Court of Appeal judge. He was a former police officer, a Kaplan City Council member, an attorney and a former state senator.
