What does take to pass something on the Parish Council?

The questions that arose recently at the St. Landry Parish Council seem like ones that should have been settled years ago. But the Council may ask for a judicial ruling on how many votes it takes to pass something. Is it a majority of members who are present? Or, is it a majority of the membership?
